Most probably china need to go for hybrid plus genetic modification. The hybrid must be choosen probably based on genetic so that it can withstand weather and insects. In some countries hybrid rice is bred with japanese breed to get high yield of 3 times harvest per year. Japanese breed is choosen because of cold weather withstand capability and higher yield with shorter mature time.

Genetic modification is ok... but as I elsewhere before... more testing must be done by a government regulatory body before approval.

Well skater7 and pimpernel2, gmo and hybrid crop is consider the way of the future because of climate change. Many countries have successfully in making hybrid between local crop with foreign crop and getting high yield so china failure is most probably the fault of the researcher in selecting the right combination.

China Daily wrote, 'The evaluations ... disease and insects, according to Zhang Taolin, vice-minister of agriculture.' Perhaps, the word, 'insects' should be replaced by, 'pests', because insects could be either good and harmful. Please try to be more specific to show professionalism.

A possible solution is to test and confirm regularly. At least, the shots will be alerted and precautionary measures could be taken ahead of time to reduce loss.
