Now it is the time to let  couples choose how many kids themselves.They have the right,the freedom to choose.If they want,they can,they may have more than two kids.If they don't like to,they may have one or no kid.It is their own business.:Q:Q:Q:Q

China is hardly famous for being sparsely populated and I hate to think what a doubling of the next generation would do to the existing queues. So anything which could lead to an increase in birth rate needs to be planned for and phased in at a rate that China can cope with.
(mostly harmless)
