Beijing expands AIDS monitoring
By Di Fang (China Daily)

Beijing has increased the number of AIDS monitoring stations from four to 26 to strengthen supervision over AIDS cases in the capital city.

Some of the 22 new monitoring stations are aimed at ordinary people, instead of high-risk groups, the Beijing Centre for Disease Prevention and Control said.

The number of HIV carriers in Beijing has increased at a rate of nearly 41 per cent annually since 1998, said experts from the report from the Beijing Centre for disease prevention and control.

But sources said the HIV virus infection rate among Beijing residents is still low, without providing figures.

The AIDS epidemic is spreading from high risk groups into the general population.

The percentage of AIDS patients that are infected through sexual contact and mother-to-child transmission is increasing in Beijing, the China News Service said.

As a result, more groups are getting involved in the capital city's monitoring system to allow officials a better grasp on AIDS numbers.

The 26 monitoring sites include six for drug addicts, seven for patients of sexually transmitted disease, five for prostitutes, one for homosexuals, three for entertainment employees and four for pregnant women and those who have undergone abortions.

A total of 1,648 AIDS patients and HIV carriers were found in Beijing between 1985 and last year. The first case was discovered in a foreigner in 1985.

Beijing has the seventh highest number among the 31 municipalities, provinces and autonomous regions around the country.

Of the 1,648 cases, there are 338 permanent local residents, 1,215 migrants and 95 foreigners.

There are 15 districts and counties out of 18 in which HIV carriers or AIDS patients are found.

Beijing has established a working committee for AIDS prevention and treatment, responsible for drafting policies and dealing with problems.

A co-ordination system was set up by the local government to establish an AIDS prevention and cure treatment system based on multi-department co-operation and society's help.

Meanwhile, AIDS and sexually transmitted diseases professionals were set up at municipal- and district (county)- level disease prevention and control centres, said the Beijing Centre for Disease Prevention and Control.

Professional AIDS and sexually transmitted disease clinics were established at the capital city's 18 district- and county-level centres.

Six anti-virus drugs for AIDS patients and HIV carriers will be included in the city's medical insurance system.

Medical insurance will help pay medical fees, sources said.

Since the first case was discovered in a foreigner in 1985, China has done much.

" A total of 1,648 AIDS patients and HIV carriers were found in Beijing between 1985 and last year. The first case was discovered in a foreigner in 1985. "

" Of the 1,648 cases, there are 338 permanent local residents, 1,215 migrants and 95 foreigners. "

Good work China since 1985, when the first case was discovered in a foreigner.

We need to hold back this disease and then cure it.

Yes, it is sad that the foreigner infected the Chinese.

But still, China is making a huge effort to hold back and cure this terrible foreigner disease.

Good luck China.

HeDan

Did you just tell me yesterday that you were not a China-hater, suspected or professed?

Why are you blaming the AIDS problem entirely on the Chinese? You think the Indians were to blame for the infectious diseases that Europeans brought to the America continent? Oh, it must be that the Indians did not have great medical facilities to treat them, according to you, right?

"sad that a foreigner infected Chinese"?

See the question mark, that is where hedan has what is called the saver, see that is his maybe, could have been and then he continues on.

The foreigner did infect the Chinese hedan.

Not maybe and no question about it.

You use the question mark to allow an exit from the situation from the truth.

Now write it again, showing the direct infection of all the Chinese was from the foreigner and then go on to tell us about blood supply problems that made a bad situation worse.

But first, start with the FOREIGNER infected China and then continue.

This is that learning disablility thing again.

It is a long and winding road.

HIV/AIDS is a global epidemic. It respects no borders and it avoids no nationality. There are now 38.5 million sufferers world wide and increasing. China is not immune to this scourge either. What has elevated my spirit is the fact that the government has shed the old habit of cover-up. They have shown that to admit that a problem exist is not the equvalent to admitting guilt. The common citizen is more relieved that the authorities accept that the problem is real than to deny its existence. Then all efforts can be made to tackle the problem with verve and vigour.
There is a mullti-pronged strategy required in the combat of this public health problem. The first the government has done; that is to admit its presence. Secondly education. This includes a widespread knowledge in the public arena as to the ways of spread and prevention, the stripping of the public stigma on those who have the illness and the acceptence that these people are able to remain useful citizens of society. Third, testing facilities and forthly availability of anti-retroviral drugs to all who need it.
There are lots more details to it of course but the most important first step has been taken and that deserves congratulations.
