I believe it is for those who celebrate and those who don't. For those celebrating then it is ok and good having everything. For those who don't celebrate and wanted to carry on with daily usual chores then it is a lot of inconvenient with no taxi, shops and restaurants. Which is why in oversea countries despite festive there make compulsory there are emergency services available, taxis, public transports, some restaurants open and so on. In singapore the real fire cracker is banned but there is electronic fire crackers.

Bring on the new year. Its the only Chinese holiday long enough for me to go back home.
I am me and that is something you will never be, no matter how hard you try!!
