During the 19th and 20th centuries, when a number of nation states were established on different continents, the modern idea of nationalism was shaped on the basis of people sharing the same nationality, language and territory. The problem is that there are munerous ethnic groups, but a country cannot be divided to account for them all.
A country is always established on the aspiration of national independence. But after it is founded, it is impossible to fulfill the hopes of every ethnic group,which is the tragedy of modern nation states.
How can different ethnic groups exist in harmony in one country? There is no solution, but there is a strategy.
The harmony of different ethnic groups is determined by various factors, including the economic, social, cultural and legal. Different cultures should be allowed to co-exist; policies should be designed to support certain groups; fair opportunity and justice should be provided to different groups.
However, both history and reality have proven this is difficult to achieve. The question of national aspiration is not simply about logical consistency. It is also difficult to find answers in international law. The question can only be answered by actual political progress. It binds to the pillars of modern international affairs, political power and humanity.
