"Naked officials" refers to civil servants whose spouses and children live abroad with foreign nationalities or permanent residence rights. In a nationwide anti-graft campaign, South China’s Guangdong province has identified 2,190 naked officials and 866 of them have been removed from their posts. ‍

After it was discovered that the wife and children of Fang Xuan, deputy secretary of CPC Guangzhou municipal committee, were living abroad, he retired 5 months earlier than scheduled. He became the highest-ranked official in the Province to be targeted in the ongoing anti-graft campaign. ‍

By the end of this July, Guangdong province had completed the repositioning of 866 "naked officials," a group that includes nine prefecture-level and 134 county-level officials.

Guangdong is one of the fastest developing provinces in China. As a result of its position bordering Hong Kong, officials here have easier access to links with overseas communities. So it’s no surprise that Guangdong has become the first to disclose and reassign its naked officials.

I think this phenomenon is another kind of corruption although chinese people could hardly find.with the help of family members who have permanent residency abroad, some officials are more easily able to transfer illicit earnings to foreign countries, and are more likely to successfully flee the country if faced with investigation.
