A Canadian couple living near China's border with North Korea was detained on suspicion of stealing secrets about China's military and national defense research on Monday. The detention was announced to the public on the same day, a rare move by Chinese authorities. It is maybe not a cioncidence that Canadian Prime Minister Stephen Harper has just publicly blamed Beijing this July for getting involved in hacker attacks.
"Chinese spy" can often make headlines in Western media. We can also hear their various condemnations against China conducting so-called online espionage. However, there has been little news about China capturing foreign spies, which leaves the world an impression that China is a country engaging in rampant espionage activities compared to other countries. For lack of sufficient evidence or after considering the negative effects if these cases are sent to public, china decided to deal with the things in a low-profile way?
But the latest case shows that China is changing its approach to these issues. This represents progress made by Chinese national security authorities.

But after the news spread, Western media took the first step to dig deep into the issue. By interviewing the couple's family members and drawing people's attention toward a bigger picture such as the Sino-North Korean relationship, they have successfully gained the upper hand, whose influence has overrode that of the short messages published by many Chinese media.
Chinese media acted like bystanders in reporting this case. We cannot find any source that can show China's stand on this issue. There is no way that Chinese media can engage in competitive actions with its Western counterparts. It is a comprehensive project for Chinese authorities to enhance their publicity toward the international community. But their outdated habit of "doing more and saying less" has made the endeavor more difficult.

The Canadian couple,Kevin Garratt and Julia Dawn ran a coffee shop on the Chinese border with the Democratic People's Republic of Korea. The Globe & Mail said the Vancouver couple had been living in China since 1984 and opened a coffee shop called Peter's Coffee House in Dandong, a gateway to the DPRK, in 2008. The couple previously worked as teachers in southern China. The Garratts' coffee shop has a view of traffic flowing across the Yalu River that divides China and the DPRK, according to The Globe & Mail. Maybe the reason China doesn't engage in so much bluster about spies as the west does is because
the world has come to accept the west engages in spying as a matter of course.
After all, Edward Snowden exposed the massive spying the U.S. government does on its own citizens
and its allies.
It's no big surprise when a few spies from the west are uncovered.
A good deal of English teachers and western merchants in China are spies and practically all the missionaries are.
Who doesn't know this?
If capitalism promotes innovation and creativity then why aren't scientists and artists the richest people in a capitalist nation?

Western propaganda is much more ubiquitous, even in Chinese owned media, even in CD. Western media are more tightly controlled - it does not matter if they are in 'private' hands. They are more effective. The Chinese government and people need to rally and create a much more significant media presence and put across their point of view more proactively in greater volume. In the west, most common people function as advertisers and supporters of the system, even most immigrants. They talk up the positives and downplay the negatives. I believe that even putting the truth without bias is often considered 'anti-western' in the western society. China needs to learn and create a mass of new media people if they want to counter western propaganda. This goes for other countries too.
