China's Government Never Shut Down!

Thank goodness we are living in China and not the US where the government has recently shut down while politicians bicker over various issues, causing  untold miseries to millions of Americans and visitors there. 
What does that say about the democratic system, when the world's most powerful nation and its largest democracy was forced to shut down its government? 
There are many diehard advocates of democracy right here on Forum and elsewhere who constantly lambast China for not practicing Western style democracy!  But China's Government has never shut down, and probably never will!
Question: Which political system do you prefer, assuming you can think rationally?

    You are sooo right! Penaltiy is too light, worthwhile for businesses to take  risks, and most of the time it pays off as for years they go about with their malpractices without detection, until 3.15 day!!
