There would be hardly no foreigners living here either.....safety is the number one thing the foreigners normally like about living here!

Nope, the foreigners would be popping off rounds at people for smoking, spitting, pissing, pooping, jaywalking, bad driving, cutting the cue lines, ignoring traffic lights, driving on sidewalks, etc.
After a month or so locals would embrace the changes and follow suit.
I'm just here for the money
