There is NO such thing as a perfect home for every buyer in this world. But, the most important engineering structure is its foundation constructions and wall structural forms. The rest of the unit's beauty to your perfection is often done up by buyers in China where its law permits, noises and populations caused or not.

1. Buyers must demand to see its engineering structural plans and finishes.

2. Buyers must demand that such engineering plans and Local Govt's APPROVAL be displayed prominently.

3. Take photographs (if possible with Salespersons together) of the site and all those displayed plans. In case, your unit or apartment falls apart at any time, then you can sue the local government and developers that the current CPC allows.
Factually, all those "building scraps" as reported were caused mainly by the dishonest works of government officials (corruptions) who were bought-out by developers to gag; whereas, China as a nation has to take all those blames, very unfortunately.
