I wonder how many of those foreigners who owe money have been screwed into that debt by their "national" employers or landlords? For example, the foreigner who starts work at an English school on a one year contract, and when he/she leaves, the employer says they owe him five years worth of rent money because the employer rented their apartment for 5 years, hoping they would stay that long? Yes, this very scenario has happened ... more than once.

I don't know how efficient to process this ban,but so happy to see something improvement happened or happening in our country.Law is equal to everyone no matter foreigner or native.

The sour grape distorts the fact again!!! Can't he understands signed contract is 5 years? When you breach the contract; the owner can take tenants to courts or the tenants must either find a replacement or pay up compensations!!!!

This has been exercising in the West or any corners of the world, sour grape! Don't tell me your nation does not exercise the contracts and compensation with legal matter???

Problem is that people sign contracts before they even arrive in China and once they are here they feel that they have been screwed becuase a pretty picture is drawn for them while they are still considering working in China. All sorts of promises are made but when the foreigner arrives in China there is firstly the culture shock and then the reality of the situation they have put themselves in starts to sink in. Chinese people employing foreigners often pay the flight tickets but then the foreigners leaves within two weeks without even resigning. They simply go and get on a plane and leave. The Chinese end up with the financial loss becuase they paid for the air tickets and everything to get the foreigner here. This law could be a good thing but it will in the long run also make foreigners want to come and work in China becuase they love their freedom of movement. Chinese people have done even worse things in countries like America. They surrender their passports to the courts and simply find another way to leave the states. I think in the future foreigners will simply find a way to escape out of China.

Tell me something, WOW!. Since when does an employer sign a 5-year rental agreement, and then offer a 1-year employment agreement to a prospective employee?

Housing rental contracts are not 5-years, not even in North America. Even here in China, I have seen housing rental contracts for anywhere from 1-month to 12 months. Never for longer than that. Foreigners never sign contracts for longer than 2-years because Residence Permits are only good for a maximum of 2-years (and that's only if you are married to a Chinese national. and only if the local PSB will agree to give you a 2-year permit).

@ Monkey1 ... it used to be that the employer paid for your ticket. Not anymore. Now you pay for your own ticket, and the employer "reimburses" upon successful completion of the contract. This is ok for most reputable employers, however, there are those who will seek to end the contract prematurely in order to avoid this "reimbursement". Most of these are private language mills bilking parents out of thousands of yuan, and hiring unqualified teachers (both Chinese and foreign). Many of these employers often offer less than acceptable accommodations, refuse salaries, threaten and intimidate, and withhold passports. These kinds of employers are what is causing many of these financial problems with foreigners (mostly due to their guanxi, and ability to get away with this sort of thing with no punishment to them).
