It is perfectly OK to have old functioning systems, not everything has to be 'updated' to a perceived 'first world' status. Improving serious safety issues, efficiency and pollution, if need be, should be priorities. I find that many have this set of expectations of both 'advanced' countries as well of 'newly developed' countries that somehow it should meet their arbitrary benchmark for a costly, showy standard. Perhaps it is such thinking that has got most of the world into such levels of debt!

I agree with that. Things should be maintained for as long as they work well. I just feel like the Boston trains may be nearing the end of their usable lifespan. Not that they should be destroyed, though. Some could find homes in museums. But then again, I don't know anything about the conditions of the engines, etc.
