China....

One has to be very naive to think climate change figures at all in CPC calculations.

The whole system is based on power, money and face...image, and show.

Carbon Tax paid by Chinese companies to the Chinese people are an intermal matter.  If Carbon Tax are paid indirectly to foreign governments, it is high treason, because the biggest violators of Carbon Emission were the early industrialized countries who still owe the world, including China, an enormous CARBON DEBT that the developing countries can use and apply to their own carbon emissions.  China has every right to produce another fifty years of Carbon without owing any foreign country a dime of Carbon Tax.

And that is the truth.

Abra....

Enough of your jingo.......
Carbon tax is always and has always been about tax policies...no different from any other form of taxation.

Abra....the point is clearly......

China is the last government in the world who put climate science  in their calculations.
To China , it has always and will always be about power, money and face.....doing a little like documentaries on wind farms to earn face.....but ultimately climate change figures little in its calculations.
Anyone who says otherwise is very naive about China.

And about the CO 2 historical debt part.....

Not to worry.....China in just the last few years has already emitted more co2 than the industrialized world emitted  from 1870 to 1970......

Before taxing the poor and undeveloped countries with a Carbon Tax, how about collecting from the rich and industrialized countries their Carbon Debt, and apply that debt of the industrialized countries toward the relief of the taxes on the newly industrializing countries?

This is the kind of Carbon Tax that makes sense.

As it is, the West is turning the Carbon Tax proposal into a self-serving Carbon Amnesty, by focusing on the emissions of the newly industrializing countries, while ignoring and FORGIVING the mountains of carbon emissions of the older industrialized countries.

There is no central agency collecting carbon tax.

If China does not implement a carbon tax which makes it more expensive for her to make her products, then other countries will impose a Carbon Tariff on Chinese products and even imports, on the pretext it is to make the world a cooler place, when in fact, such a Carbon Tariff should be paid for by the industrialized countries out of their enormous Carbon Debit.  Conversely, if China does impose a carbon tax, her exports would be less competitive, and her workers and factories would lose in income, again a sum that should have been borne by the industrialized countries through withdrawals from their Carbon Debit.  Therefore, any Carbon Tax or Tariff, imposed by China or its trading partners on Chinese energy sources and machineries that use carbon, should be paid for by the early industrialized countries.  And if they do not, then China should not impose a carbon tax on its own fuel sources or utilizers, and should resist any foreign country imposing such a tax or tariff on its products that are made by burning carbon-based fuels.
