I have many Chinese friends who are doctors, but they are not allowed to practice medicine the the west.


Same reason I have seen my share of Russian, Polish, and other Eastern European Engineers (Mechnical, Electrical, etc.) work in the States as Designers, Checkers, etc. - because the schools that they went to did not have any sort of accredation with Western Universities share amongst themselves and state/federal governments.

Example, worked for a fellow from India that held two Masters Degrees in Engineering - one from a University near New Delhi, one from a University around Windsor, Ontario.  Once he received his Canadian Degree, he was able to practice as an Engineer in the U.S. - because that University in Canada shared accrediation with the U.S. Universities.

HOWEVER!  He still needed to take the Michigan State Licensed Engineer Exam - before he was allowed to sign off on blueprints and other design documentation.

Actually very good... considering the various levels of 'talent' I have seen from H-1Bs over the last few years, and the 'tricks' used to prop up some very, very substandard educational practices back in the 'Old Countries' - from 'red envelope paper mills' to just plain non existent knowledge in areas that are supposed to be core to the 100/200/300 Level areas of education that will make up a degree.
