But you ignore the bigger picture ... 180,000 'mass incidents' i.e. riots and demonstrations with more than 100 people in China in 2010 according to academic sources including Tsinghua University. That is not a minority of troublemakers, it is symptomatic of widespread social unrest. And on that scale, this becomes political.
