10th anniversary observances are planned for 2011.


In New York, a major ongoing focus is on plans for the new 1 World Trade Center in downtown Manhattan that replaces the iconic World Trade Center Twin Towers destroyed on September 11, 2001.


To observe the 10th anniversary of the destruction of the World Trade Center, The National September 11 Memorial is scheduled to open on September 11, 2011, for visitors and dignitaries to observe the historic day in a special ceremony.


The memorial will consist of two huge, sunken pools covering the footprints of the Twin Towers, into which the country's largest man-made waterfalls will cascade.


Their edges will be inscribed with the names of the 2,980 victims.


The pools will be set in an eight-acre Memorial Plaza with more than 300 trees.

Bush to be in NYC to mark 10th anniversary of 9/11.

The ceremony at the World Trade Center site marking the 10th anniversary will be a solemn but stately event that will include former President George W. Bush and a chance for victims' families to view the names of loved ones etched into the memorial, Mayor Michael Bloomberg said.


President Barack Obama and Bloomberg will be joined by the leaders in charge during the 2001 attacks, including Bush, former Mayor Rudolph Giuliani and former New York Gov. George Pataki.


Current New York Gov. Andrew Cuomo and New Jersey Gov. Chris Christie will also be there, he said.


Speaking on his weekly radio show Friday on WOR-AM, Bloomberg said the lawmakers will read short poems or quotes.


No speeches will be given.


"This cannot be political," he said. "So that's why there's a poem or a quote or something that each of the readers will read. No speeches whatsoever. That's not an appropriate thing."


The mayor also revealed a few more details for the ceremony on Sunday, Sept. 11.


It will be held on the highway to the west of the site, and only relatives will be allowed inside the memorial to look for the names of their loved ones, etched into the railings at two huge waterfalls built in the footprint of the World Trade Center.


The falls descend from street level down into a void.


The names of the nearly 3,000 victims -- including those who died at the Pentagon and aboard United Flight 93 that went down in Shanksville, Pa., -- will be read aloud for the first time.


The public will be allowed into the space, still a major construction site, the day after the ceremony but only with tickets.


Bloomberg said limiting the number of people is a safety precaution as the work continues on 1 World Trade Center, the PATH station and museum.


He said there have been a couple hundred thousand reservations already, and a few days are already booked solid.


He estimated that a million people annually will visit the site.


The museum is still under construction and is scheduled to open next year.


Artifacts are slowly being accumulated for the space, including a steel T-beam shaped like a cross that was discovered by a construction worker in the smoldering rubble.


A national atheist group sued over the inclusion of the cross in the museum. It says all beliefs should be included, or none.


Bloomberg said on his radio show that the group had a right to sue, but the cross had a right to be there.


"This clearly influenced people," he said. "It gave them strength. In a museum you want to show things that impacted people's behavior back then, even if you don't think it was right. It's history. Museums are for history."


Bloomberg said other religious relics would be in the museum -- a star of David cut from World Trade Center steel, a Bible found during the recovery effort and a Jewish prayer shawl.

Mayor Bloomberg outlines plans for 10th anniversary of 9/11

Two presidents, three governors and two mayors will lead the solemn ceremony to mark the 10th anniversary of 9/11 --- but no other elected officials are invited to participate.


"This cannot be political," Mayor Bloomberg said Friday on his weekly radio show. "There are an awful lot of people who would like to participate, and you just cannot do that once you open it up."


Leading the ceremony on the West Side Highway overlooking Ground Zero will be Presidents Obama and George W. Bush, New York Govs. Cuomo and George Pataki, New Jersey Gov. Chris Christie and Mayors Bloomberg and Giuliani.


"The argument here is elected officials and those who were there at the time and had some influence," Bloomberg said.


The pols will each be given poems or other solemn readings and will not be allowed to give speeches.


As in past years, they'll stop for moments of silence at the exact times when planes hit each of the World Trade Center towers, and when each of the buildings fell.


Family members of victims will then help read the list of those who were killed.


For the first time this year, the Ground Zero ceremony will include the names of those killed in the attack on the Pentagon and those on United Flight 93, which crashed in Shanksville, Pa.


Only family members of victims will be allowed access to the new 9/11 memorial plaza when it opens for its first day on Sept. 11.


They'll be able to find their family members' names on the waterfalls that have been built around the voids marking where the two towers stood.


The general public won't be invited to visit the plaza until Sept. 12, and crowds will be restricted to a certain number per day and must have tickets to enter the plaza.


The restrictions are for security and logisitical reasons since much of Ground Zero is an active construction site.

Rudolph Giuliani, Dick Cheney to appear in Smithsonian 9/11 special

The upcoming 10th anniversary of 9/11 will set off a spate of programming reflecting on the tragedy.


A newly announced two-hour special from Smithsonian Channel, "9/11: Day that Changed the world," aims to put a new spin on the subgenre.


In it, the channel said Tuesday, the story of the historic day will be told from the point of view of insiders and those in power.


Among those interviewed are then-First Lady Laura Bush, former Vice President Dick Cheney, former Defense Secretary Donald H. Rumsfeld and former White House Chief of Staff Andrew Card.


Also included will be then-New York Mayor Rudolph W. Giuliani, who will make rare appearance in a 9/11 retrospective, something he often shies away from.


Giuliani is to host the evening and offer his views on the day and the anniversary.


Martin Sheen will narrate the special, which will debut on Sept 5.


The programming, Smithsonian said in a statement, will track the 24 hours of 9/11 "to show how the events of the day developed in the airplanes, offices, bunkers, and military headquarters where the President, advisors, security personnel and military were trying to piece together what was happening, who was attacking, and what might happen next.”


In addition to television, the program will be available free of charge on iTunes and on SmithsonianChannel.com.


"Day" joins "Rebirth," Jim Whitaker's Sundance hit about the victims, which is to air on Showtime in conjunction with the anniversary, as well as what will likely be other broadcast and cable specials.
