What would happen if we cancel Chengguan department? Probably the present Chengguan would be splitted into distinct departments of local government.
I repeated it again. What's a job in Chengguan department? it's a regulation enforcement job.
So the root problem is the unfairness and unjustice of the regulations made by the distinct departments of government.
If those regulations were relative fair and just, Fewer of Chengguan would be required than the present. Fewer of conflicts would emerge than the present. ...

How to solve this problem?

Let us discuss the regulations behind the conflicts between Chengguan and Street vendors?

Need these regulations to be modified? Need the Fee and Fines to be sharply reduced? ....

How to reform? less Fee in regulations and More tax in laws? .....

...........................................................................

Well no need to discuss something that does not exist ............

You make the case that even though it is illegal ........

It has to be made legal ..........

What about some of these people stripping out the furniture from your home ...........

We know that is not legal or within regulations ..........

But why shouldn't it be ........  ?

Is it that you are just selfish and wish to have your own rights ........  ?

During the commonwealth sport events in India last year, local government made a regulation to drive away all of street vendors from streets.

The street vendors filed a law suit to cancel that regulation.

At last, the law court sentenced to cancel that regualtion.

Do street vendors in China have such legal rights in practice?
(Don't tell me they have in theory.
I have the vote right in theorty, but never had in practice till now.)

Fact is there is a lot of animosity towards the Chengguan. (The people always side with the vendors and it never ends well)
That's the reality on the streets, question is, what to do?

the unfairness and unjustice of the regulations ...

What is fairness in your eyes?

All those wealthier people, most of them earned their wealth by hardworking, give up their property to lazy and jealousy like you and allow you to make the society a mess?  Is that fairness?
