the allies refused the 6 party talks and ignoring warnin but to continue military drills effort to piss directly to north corea, china & russia off...do i need to clarify more for the world to understand

Don't you forger what US service men suffered in Vietnam. It's completely a nightmare. They are not as undefeatble as they seem to be. US decision-maker don't want to replay that tragedy, that's the reason why they hesitate to attack Iran or Iraq. There are no winners in war.

To answer your original question: "who ever has the most gold makes the rules."  Case and point: just look at what happened to former Soviet Union, however, it took the U.S. and the West ~50 years to bring Soviet Union down without firing a shot.

As far as building a blue water navy, it will take a while for China to build a strong enough navy to face U.S. in the middle of an Atlantic and the Pacific ocean.  However, a rigional war maybe within China's reach within a decade or so, etc.  A miscalculation on China's part could be costly mistake for China...everything has time and place, etc.

China needs to be more proactive and not so reactive to current events and need to have a better strategic plan for the greater Asia, etc.  China can only be a half super power with N. Korea by its side--China needs all of Asia on its side and non-antagnostic unified Korea with strong flow of economic and cultural alliane is definitely is in China's long-term strategic interest, etc.

China needs to think creatively, needs to be flexible and adaptable to changing times and needs, etc. and can not be fixated on cold war, 20 century mentality, etc.

The US is there at the request of ROK/South Korea.  The security of South Korea is handled jointly by both the United States and South Korea.  There are 29,000 US service men in South Korea who are also there at the request of the ROK.  I will admit that the US would be very unhappy and worried if South Korea asked them to leave but the fact of the matter is this has not happened yet and probably won't until after reunification occurs.  

You may not believe this but the presence of US troops in South Korea is actually a stabilizing force preventing the escalation of the many smaller military confrontations which have occurred since 1966 to today from erupting into all out war.  Almost ALL of these incidents are instigated by the DPRK against the ROK.

Below is a list of such incidents:
1966

    * 2 November: 2ID patrol (1st Battalion, 23rd Infantry Regiment) ambushed south of DMZ. Six U.S. KIA, one KATUSA KIA, one U.S. WIA; unknown KPA losses.

    * 12 February: 2ID patrol (3-23 Infantry) ambushed south of DMZ. One U.S. KIA; unknown KPA losses.
    * 5 April: 2ID guard post engaged KPA infiltrators south of DMZ. No U.S. losses; five KPA KIA.

    * 10 August: 7ID construction team (13th Engineers) ambushed well south of DMZ in daylight. Three U.S. KIA, sixteen U.S. WIA; unknown KPA losses.

    * 29 August: 2ID jeep destroyed by mine south of DMZ. Three U.S. KIA, five U.S. WIA; no KPA losses.
    * 7 October: 2ID patrol boat ambushed on Imjin River south of DMZ. One U.S. KIA; unknown KPA losses.

[edit] 1968

    * 20–21 January: 31 North Korean commandos crossed the border disguised as South Korean soldiers in an attempt to assassinate President Park Chung Hee at The Blue House. The failed Blue House Raid mission by Unit 124 resulted in 29 commandos killed, one committed suicide, and the last captured. Two South Korean policemen and five civilians were killed by the commandos. Other reports indicated as many as 68 South Koreans killed and 66 wounded, including about 24 civilians. Three Americans were killed and another three wounded in an attempt to prevent the commandos from escaping back via the DMZ.[5]
    * 22 January: U.S. 2nd Infantry Division guard post engaged by KPA infiltrators. Three U.S. WIA; unknown KPA losses.
    * 23 January: Seizure of the USS Pueblo (AGER-2) off the east coast of the DPRK
    * 24 January: 2ID position (1-23 Infantry) attacked south of DMZ by KPA Unit 124 exfiltrators. Two U.S. KIA; three KPA WIA.
    * 26 January: 2ID defensive position (2-72 Armor) attacked south of DMZ by KPA Unit 124 exfiltrators
    * 29 January: 2ID patrols and outposts engaged and repulsed four teams of KPA infiltrators. No U.S. losses; unknown KPA losses.
    * 6 February: 2ID guard post attacked. No U.S. losses; one KPA WIA.
    * 27 March: 2ID reaction forces and ROK 25th Infantry Division ambushed KPA infiltrators. No U.S. losses; three KPA KIA.
    * 14 April: U.S. Army Support Group truck ambushed south of the Joint Security Area in daylight. Two U.S. KIA, two KATUSA KIA, two U.S. WIA; unknown KPA losses.
    * 21 April: 7ID patrol (2nd Battalion, 31st Infantry Regiment)) engaged KPA infiltrator company in the DMZ. One U.S. KIA, three U.S. WIA; five KPA KIA, fifteen KPA WIA.
    * 27 April: 7ID patrol (2-31 Infantry) ambushed in the DMZ. One KATUSA KIA, two U.S. WIA; unknown KPA losses.

The allies have been wanting to have six party talks for years related to DPRK's nuclear program and I'm sure they will be open to this idea say a few months from now after DPRK stops killing South Koreans.  It's not easy to negotiate peace when the party you are negotiating with is trying to kill you........

So when the US proposes to ACCEPT these talks in the future and DPRK refuses, will you (and the rest of YOUR world) then realize how the DPRK operates?   Let me spell it out for you.   The DPRK creates a military incident be attacking the South in an effort to create a sense of "emergency' and the idea that war may erupt.  Then the DPRK likes to negotiate under this cloud of terror where it is more easily able to extract concessions from the west like food, fuel and technology.  The US and ROK prefers to negotiate when all the guns are put away and rational thinking can prevail.  DPRK doesn't like this because the negotiating position is not as strong when there is calm and people are not dying.

The Chinese leadership are well aware of this strategy that the DPRK uses and is starting to dislike it themselves because it forces the US into a stronger military posture (ie.e deploying aircraft carrier to Yellow Sea) which in turn sometimes leads to diplomatic confrontations between the US and China.  This is precisely why some of  the senior Chinese leadership regard DPRK as a "spoiled child" with temper tantrums that end up destabilizing the whole region.
