The Col. is a spokeman of Defense Ministry. Of course he is influenced by arms manufacturers and exporters. Those companies have an unspeakable power over Russia's foreign relations.
I am digging up an old document from last year (don't know where I stored it) also from a Russian officer who predicts China will have to return soon to Russian technology due to difficulties in researching its own. But i am tired of speaking for the Russians. If you want to convince your government, do your homework on what Russians think first.
My recommendation, if China wants to improve military relations with Russia, it has to return to the top of purchaser list first and stop coppying Russia's weapons. Spending money together with Russia in research is also a very good and legal way to obtain Russia's technology.
At the moment in Russia, there are only few ex-Communist experts (in the new empire, they are called liberal or socialist activists) who recommend a political/military alliance with China. Well, nobody listens to them.

Sukhoi and MiG are producers. Rosoboronexport is the exporter. If Rosoboronexport also says No, even the Tsar will have to think.

Lol, sorry I am no economist. I look everything from military point of view. I don't know about those loans but for natural resources, Russia does not need buyers because they choose to  or not. Other European countries have learnt about this power of Russia. Russia views it as a weapon in a long term than a source of income.
Weapon industry may earn a small money in overall but that money keeps it alive since the collapse of Soviet Union. Arms export is also considered a tool to gain influence over other countries. If one ignores those arm companies than one misses an important lobby channel.
That is why when Vietnamese Prime Minister visited Russia last year, he came with a biggest defense contract in history of Russia-Vietnam relations which boosted Vietnam to second on the customer list. Together with an increasing number of Vietnam military personal going to Russia for studying and training, Russian involvement in constructing a new submarine base and a naval factory in Vietnam naturally improves military ties between two countries.
In the shadow of the visit of USS George Washington and USS John S McCain, there will be visit from Russia's Pacific Fleet to Vietnam soon, well, but it is not worth paying attention.
