You seem to forget that the origins of nukes can be traced these days as they give off an electron footprint. No, the criminal commits the murder with the supplied weapon(s) but surely, you're not truly advocating that China give nukes to terrorists to murder innocent folks worldwide. That is going to end badly for China, most definitely! How irresponsible can a person be? thank God the leaders of China are sane, rational people. God help the world if your ilk ever lead China or have any power within China!

Well whatever the criminal want to do China  shouldn't  care.
he's an adult, he should know what he's doing,.

anyway, if US and its allies ever on the brink of war with China. China should help to arm the criminals.
