According to Nazis Christian church, Christians are severely persecuted for eating 2 hotdogs in China.

i didn't quiet understand..

i didn't quite understand what ' one dog policy for each household' exactly mean?? does it mean every household
must keep one dog or does it mean that  those households wanting  to keep dogs are allowed to keep only one dog  at a time??
