It's kind of like obsessed with how much money you can make a job. They have a saying, if you do all the necessay stuffs, acquiring the skills , acknowledge and experience, money will take care of itself.
To be an economic powerhouse, a nation needs to have a complete base of industries.
So the question to ask is does China has all the industry bases instead of obsessing with GDP growth numbers.
For example, PC is always the leading edge in tech innovation, how much PC industry does CHina has?
Does it design/make and has market shares in the world.

China has none or little of the above in the PC industry. I don't think CHina can be an economic powerhouse without a robust PC industry. It's just incomplete in this area.
The government definitely needs to be the drving force in setting up the basis formation of such industry.
It can pump in money into stimulus package, but without conscious effort, such industry cannot be formed.
So, instead of looking for pure GDP growth, one should look for areas the country is lacking in.
