At any level, grounds maintenance success depends as much on timing as anything else. Here, then, is a best-practices primer on the most vital turf-care considerations and their proper scheduling, with input from turf-care specialist Floyd Perry, president of Orlando, Fla.-based Grounds Maintenance Services for Sports Fields.
Is it a company , an organization or an government agency?
This sounds to me like the name of the company, because of the sentence structure describing the president of the company.
If you take out the adjective " Orlando, Fla.-based ", you are left with
"Floyd Perry, president of Grounds Maintenance Services for Sports Fields. "
sorry to make it difficult, but it can be all three, I work for a grounds maintenance services department,in local government, I know of grounds maintenance contractors, and can name a number of grounds maintenance company's it apply to sports fields and civil amenity areas
What you are saying for England may be true, but I will have to disagree with you for this paragraph in question because the situation described is in America.
First, because of the part of the sentence of who is President is "based" (which mean located) is in Florida.
Second, in America for government agencies there is only one President, the President of the United States.
Companies will have Presidents in America. Or CEO's or managing directors.
An organization in America usually refers to non-profit groups or other associations that might be business related, but are not usually directly providing services for hire in this manner.
