I don't feel comfortable with either of them. Try:

ABC is the company who has acquired the licence.

or

A licence has been acquired by ABC.

or

The company acquiring the licence is ABC
(mostly harmless)

thanks fatdragon so much  .
Please tell me whether there is difference between them , I wonder if there is any special purpose to use
"to have done" in the sentence above , which is quoted . Thank you .

The difference

I will give a try.

1) The company (which) have acquired a license is ABC.
This is a straight forward sentence and it means what is said.

2) The company to have acquired a license is ABC.
It could mean: The company has not got the license yet but "supposed" to have acquired a license.

The difference is in the "tense (present, past, future...etc tense)" of the sentences.

It should be
The company which has acquired a liscense is ABC.
or
ABC has acquired a liscense.
or
ABC was the company that acquired a liscense.
