OK the Lao Wai solution:
you're on my mind = I keep thinking of you.

I have you in mind = in this instance I was thinking you for some specific reason.

the first tends to just happen.
"I saw a girl on the subway this morning and I cannot get her off my mind"

the second is more deliberate.
"I heard someone had tickets to the concert. I had you in mind when I asked him if they were for sale."
A riot is an ugly thing.... and I think it's just about time we had one.

well you just say "do you have any good ideas in mind?"

(yet, if it was the other phrase it would be "on your mind")

"in one's mind" means you keep thinking about sth because you want to understand it.
"on one's mind" means sth (usu.bad) weighs heavily on you mind and you keep thinking about it because you worry about it. :)
