Thank you, both. But I think it refers to a specific city hall--Toronto City hall so it is necessary to add " the" before city hall.

A proper noun is a noun which names a specific person, place, or thing.
So, since "city hall" is a proper noun. It does not need "the" any more, I think.
Based on common sense, people will think it is one specific city hall, will not
think it is a city hall elsewhere.

maybe you need a the here, the Beijing's city hall, it becomes a non-proper
