Better get used to it.  That's how the soft and hard environments of the English language have become.  (I just made it up. )

To tell you the truth, I have never come across the term soft environment before. Soft power yes, but not soft environment.
Correct me if I am wrong, but I think that it is only used on Chinese websites.

(Okay, so just to check my hypothesis, I google soft environment.
For example,

etc. I would not say that it is standard usage. But as jl2315 says, norms and standards keep evolving, and new definitions are created!

Could it be that they are translating some term from Chinese into English? Oh, i see, probably of 软环境

所以别怪自己,workout,  如果我看'soft environment' , 这个词,我也听不懂Best Wishes,

You are right, waibeijing.  But the concept itself seems to be a valid one.  Depending on how long the term continues to be used in China, I would not be surprised if one day it finds its way into the English world outside.

I think "soft enviroment" could be used and well-understood in a ceritain fields.
