How to tell Chinglish from English

I think my subject line above is correct, because I did not end it with a question mark.  It is then just a phrase, not a complete sentence or question.  If one adds a question mark, as is the case in many posts, then it beomes Chinglish, as Socrateets rightly pointed out.

Yes, jl215 & hly are both right, because they are both not asking questions.
Socrateets is correct because he's talking about questions.

How do you do that?
I don't know how to do that.

How do you spell it?
She doesn't know how to spell it.

How do I fix my computer problem?
You don't know how to fix your computer problem?


Did that last one confuse everyone? Just pretend I didn't say it.

Ok fine, let me think..... Ok, that last question uses 'how to', but it is NOT ASKING HOW TO do something, it is asking if you know something (asking if you know how to). Ok? Ok.
