The purpose of this document (CONOPS) is to establish the Concept of Operations for the Training and Development Programme in the Human Resources Directorate.
操作概念文件的目的在于确立人力资源指导委员会的培训及发展项目的操作概念。

The Training and Development Programme will be operational from November 2004 and will remain operational until the Games are delivered and the project is wrapped up. However, the focus of the programme will change as the DAGOC moves through the various key planning and operational phases.  培训及发展项目将于2004年11月份起直至亚运会的履行且该项目圆满结束的这段时间进行操作。 然而,该项目的中心焦点会随着多哈亚运会组委会从不同的关键规划转移到操作阶段而变化。

The key dates during which the Training and Development programme will be operational are:

Pre-Games:                November 2004 – June 2006

1.2        Document Aims

The aims of this Concept of Operations are to:

        Gain agreement at the Programme Level
        对培训级别达成一致
        Gain approval at the Senior Management Level
        对高级管理级别取得认可
        Identify where the interactions and inter-dependencies exist between the Training and Development Programme and other DAGOC Programmes as well as with external agencies and organisations
        确认培训与发展项目和其他多哈亚运会组委会的项目以及外部机构和组织之间相互关联和相互依存。
        Identify resource requirements for the Training and Development Programme including staff, equipment and technology
        确认培训与发展项目的资源需求 ,包括人员、设备和技术。
        Facilitate progression into detailed operational planning
        促进培训序列进入细节性的操作规划中来。
        Identify timelines for the Training and Development Programme operations so that detailed project plans can be developed that tie into the overall Games Project Plan
        确认培训与发展项目的计划时间表,以便制定详细的项目计划并与比赛项目总体计划协调一致。
In addition, it will serve as a valuable communication tool, to inform and educate other Programme areas and external agencies (stakeholders) and new joiners to DAGOC about the Training and Development Programme and its role within the Games environment. This document sets the framework for the operational development of this Programme area over the next two years.
另外,操作概念充当重要的交流工具,向其他的项目区域和外部机构(股东)和新的加盟商提供信息并训导他们就有关培训与发展项目和在比赛环境内发挥的作用向他多哈亚运会组委会报告。这份文件为未来两年的时间内项目区域的操作展开提供基本的框架。

Training is essential to ensure high performance of the DAGOC Workforce to produce the successful delivery of the Games. Training will primarily be focused on the DAGOC Workforce, with specific training requirements to be fulfilled in the following categories:
培训对确保多哈亚运会组委会工作人员高效出色地完成亚运会的圆满举办至关重要。培训将主要集中对多哈亚运会组委会工作人员组织实施,具体的培训要求就是完成下列几类要求:
        Paid Staff - Developmental / Skills training
        受薪员工-发展培训/技能培训
        Games Workforce (including Paid Staff, Volunteers, and Contractors) – Games Operations Overview- and Venue Orientation training
        亚运会组委会工作人员(包括受薪员工、志愿者和承包商)- 亚运会操作概览-比赛场馆方位培训

        Training needs analysis should be accurately completed, and Training Vendors selected as early as possible, in order to develop and deliver appropriate training solutions to ensure Games operational readiness

        Selected training vendors will be responsible for providing specialist training resources, training content, and training infrastructure

        On-site coordination and project management support to the DAGOC Training Programme

        Challenge in determining achievable training objectives given 2 years remaining to Games-time

        Lack of cooperation of DAGOC Directorates in identifying Games Workforce volumes required, and accurately identifying training needs

        Delays in starting training development and delivery

Recommended Actions:

        Select and outsource training content development and delivery to selected training vendors with proven training and development expertise, and proven functional expertise in delivering Games specific training solutions

        Develop an in-house Training and Development Programme to assist DAGOC Directorates in coordinating the analysis of training needs, and subsequent development and delivery of training solutions, and coordinate and manage the service delivery of selected training vendors
        制定内部培训和发展项目并配合多哈亚运会组委会指导委员会的培训需求分析的协调工作,随后制定和提交培训方案,并对选定的培训商所提供的服务进行协调和管理。
        Finalise the Master Training Vendor(s) tendering process and award the contract between Nov 04 – Feb 05
        最后敲定主培训商(们)投标过程,并于11月4日-2月5日之间授予中标合同。

朋友,你这份文件很重要啊。我没有认真看全文,有点很不成熟的意见,不一定对,仅供你参考。

1. 翻译成中文后,意思应该明确,符合中文的习惯。如第1.1句:
"操作概念文件的目的在于确立人力资源指导委员会的培训及发展项目的操作概念。"
什么叫“操作概念文件”,读者可能不知所云。不如改为:本文件

2.有些词如development,不能一概翻译成“发展”。这里“培训与发展项目”是什么意思?培训,意思很清楚。但什么叫“发展项目”?读者可能不明白了。所以,development,如果想不出好词,宁可不翻,也不能翻译成“发展项目”,以免让别人看不懂。所以,“培训与发展项目”,我建议改为“培训计划”。
   
我粗略看了看全文,这个文件其实说的就是培训。培训分两种:Developmental / Skills Training。后者是“技能培训”,很清楚。而前者翻译成“发展培训”似为不妥。所谓"development",我理解是在技能培训之上的深层次培训,所以,Developmental / Skills Training 似乎可以译为:高级培训 / 技能培训
