Your leaders choose to jail now over 0.7% (2.1 million) of your population, predominately ethnic minorities in a system where the recidivism is higher than 90% (it is an oxymoron to call it "correctional").
The Chinese leaders believe in education and re-education, and China jails just a little more than 0.1% of the population (1.5 million out of 1.3 billion), and the recidivism rate is less than 30%.
The judgments and the assumptions are definitely different. The cultures are different. So not everything would be comparable. What is considered "good" by your leaders are frankly rather repulsive to the Chinese.
