UN Report says US$ 1.8 billion made it to Saddam and his cronies.

US$ 36 billion entered Iraq as humanitarian aid.

US$ 65 billion in oil entered the world market, and that was when oil was in the 1996-2002 price range, not the $70 per barrel we're seeing today.

One fact will always be true: if the solution is easy or squeaky clean, then a rich country government will step in and do all the work and accept all the thanks for itself.  When problems are difficult and risky, the UN is handed the responsibility to insulate member governments from criticism.  That's how the world works these days.

Saddam's take was less than sales tax in most USA states.

At $1.8 billion of $38 billion of aid shipped in to Iraq, Saddam and his whole gang were skimming less than 5%.  Sure, it was wrong.  I still don't know exactly what international laws were violated -- they would have to be UN treaty violations or something like that -- since the $1.8 billion is aggregated from all countries.  However, 5% is less than most American consumers pay as tax on their food purchases at the grocery store.
