my version

Clear water sees no fish.

Other funny versions that occur to me:

Fish is garbage to waters, so if the waters is really clean, there should be no garbage :-)

Distillation makes fish ready to eat, so there won't be fish in disinfected water,  only fish bones ^_^

your translation sounds right, but

you know in chinese , this sentence has some special meaning.   if  we want to express it exactly in english.

no fish can survive if the water is too clean.

for the same reason, no company can bear one whose requirements are too critical. 水至清则无鱼,人至察则无徒。

Tolerance makes life tolerable......

I don't think it's a good way to interpret all the implications. Annotation is a good choice. We are often referred to annotations when reading sonnets or playscripts in English, right?
