Obviously a fraud!  This con is similar to those reported in the media, of art collectors being fleeced of tens of thousands yuan by fraudsters claiming their art pieces can be auctoned for millions of yuan when in fact they are worth very little, but they must first pay a fee of tens of thousands of yuan.  After collecting the fees, fraudsters either disappear or give silly excuses for not being able to auction off, but refused to refund the fees!  Out of greed, collectors fall prey all the time, they get elated that their art can fetch huge sums, so it is worth paying the tens of thousand yuan fees upfront!
