The pot is calling the kettle black here.  Vietnam is doing exactly as China is doing and building in area's it wrongly believes it has sovereignty over.
If one country is wrong then both are wrong.  It is international waters owned by ALL nations as a community of nations.

Vietnam proves itself to be the real criminal but finger points other to be the party at fault. What should be done to stop Vietnam from further action and should those islands be returned to the lawful owner to settle the matter? We wait for the decision.
