Enforcing traffic laws would be a start.
Allowing motor-bikes and bicycles would actually reduce congestion as many car journeys are only for short distances, and it is car parking and erratic driving behaviour that is most problematic.
Motorbike? no more than two people or a 5,000 RMB fine.
No motor vehicles on paths, no cars in bike lanes.
OBEY THE RULES OF THE ROAD.

so enforce traffic laws and have very high penalties for violations.

This is simple, basic stuff, yet it appears to be beyond the police and ordinary people.
