Could it be the police on the ground are not being supported?

Police on the ground? 17 hours on the road yesterday, did not see one mobile police car, I saw the law being broken 1000's of time including hundreds of cars and coaches driving at speeding in the emergency lane, nobody doing a thing about it and when I was involved in a minor accident I was told to drive to their office to report it ( a must for the insurance company to sort it ) as they were too busy in the office to come out!

I class electric bikes as a motorcycle that requires a licence

I agree but it is not the case in China

I doubt you have the skills to drive in China.

You mean the skill to avoid others that are breaking the law?

I don't see why expats or visitors to China should drive a car of their own. Public transport is ...

Is it? Please tell us all how to get from Pudong to a factory in Xiangcheng district in North Suzhou with a respected customer on public transport.

Just one example of many. If public transport is so good why do you let your wife drive you around?
