US is the main culprit. It paids for dozens of lawyers to help former Filipino president Aqunio III to bring this sillest case to The Hague. Now, he left office and put his new successor in hot soup! During his visit to China, Aquino III receive USD8Billion foreign aid. Instead of showing gratitude, he bit the giver in return!
