It's just a joke.
Huawei is expanding very fast these years and it will build factories in other places but Shenzhen will always be its central base.

Just like Callmecary said, I believe that Huawei will not move but maybe expand. The reason is that Shenzhen is still the electronic manufacturers' hub of China. It is convenient to do such business with everything at your disposal. In Futian district, for example, there is Huaqiangbei. Although a shopping area, there is a big building at the end of it towards 深南大道 near 上海兵官, where you can find electronic parts at wholesale or retail prices.

I never heard Huawei employees complainting the housing price, money is not a problem for them.

Since the housing price is going up, it has bad effect on lots of people, especially for those young talents who are just graduate from universities. The renting is high up and they find it hard to buy their own house. It also pushes up the cost for manufacturing.
