Should police make jaywalkers' photos public?

Jaywalking has become part of everyday life in China, committed by countless pedestrians and cyclists. In fact, Jaywalking is referred to by Chinese net users as 'Chinese style jaywalking'. Although the government has imposed a fine on jaywalkers, the results have been far from satisfactory. Recently, police of downtown Huangpu District published pictures of 12 pedestrians who ran red light on social media, as part of the city’s campaign against traffic offenses on the streets. None of the pictures were pixlated, meaning the jaywalkers' faces could be clearly seen. Police said they will publish such pictures regulaly in the future. What do you think is the appropriate penalty for jaywalking?
