Hi, people, that's point! Acutually it's not that Chinese who can speak English are more open-minded, rather, people who can't speak English are too shy to deal with foreigners.
Once I was in a shopping street in Beijing, happened to spot a young blonde couple standing in the pavement. They were both very good looking and trendy. When I walked passing them, I overheard they asked three passer-bys, three young Chinese girls, "do you speak English?". The three Chinese girls were so surprised, they even staggered sideway and then waved hands panickly and walked away. Foreigners would very easily interpret this behavior as racism, but as a Chinese, I would believe they were just too shy, and had never experienced this.
The same goes to black people. Trust me, most Chinese's attitude toward black is friendly, mixed with curiousity and a bit strange feeling. So if you are active and friendly, you will be accepted very well. Of cause there are rubbish people everywhere, I believe some Chinese discriminate black on purpose, but just ignore those stupid and insecure cowards, they make troubles even among Chinese.
