The industrial revolution 200yr back brought mega-changes to the world. urbanization has been a mega-trend in changing the world's population distribution pattern since then.  With the revolution first taking place in Britain, British was probably the first to experience the changes. Beijing is said to be the 1st city in the world to hit 1million population by 1800 but by 1815 london already with up to a population of ~1.5 million overtaking beijing to become the largest city in the world. By 1860 London's figure grew to >3million.  Check out the "great stink".  I was told that some Londoner living in the buildings would just resort to dumping human waste straight onto the street and that's how the english word "loo" came about.  The urbanization in UK went from <10% to 80% between 1800-1900, ie British had already finished their urbanization before any political changes happened in China.

Japan was the 1st East Asian country to have responded positively towards the changes brought over by the west. Their Meiji emperor started the Meiji reform in late 1860s.  The urbanization in Japan went from <10% to near 80% by 1980, also over the course of about 100yrs. Most of the developed countries in the west also had achieved 80% urbanization by then.

China being a longtime dominant giant in the Far East was much slower to respond to changes.  China overthrew the imperial system by revolution 100yrs ago, followed by nearly 50yrs of war and turmoil. The urban population in 1949 when the communist party took over the power was merely 10% and >80% of the population was still illiterate. The next 30yrs China was in a disconnected state with the outside world. The urbanization rate by 1980 was only 20%.  China adopted the economic reform and open policy in 1980 and within the next 30yrs urbanization increased to ~50% by 2010, which was still slightly lower than the world's level.  The chinese population makes up 1/5 of the world so our behavior could easily make us stand out.

We had a much later start with both the industrialization and urbanization and are trying hard to cope with the fast changing world. Give another 30yrs, there should be much less shocking "uncivilized" behavior by chinese to be seen.
