It's two words, no dash

The phrase is "point blank" and it means to be at a range so close to the target that you cannot possibly miss.

In the original example, it means the question is very direct, and, more importantly, that the questioner _knows_ that the question will be "on target." Asking "Where were you last night?!" is only "point blank" if you already know that the person was doing something they should not have been.

Since it's two words, though, we must ask where the two words came from. "oint" is obvious: to aim you must point your weapon. But what of "blank"? This is a good example of borrowing. These days, the dot at the centre of a target (remember the archery in the Olympics?) is usually black. Historically, however, it was much more likely to be white. French for white is "blanc" and thus, "point blank" is "pointed directly at the centre of the target, so you cannot miss."
