As my view, when children is around 6-7 years old it is better to teach second language. Because, on this age, the child also able to relate the own language to other and make his learning and grabbing foreign words quite soon.

Nah, as I'm a Junior School student, I like some subjects! Maths, as well as English. For preschoolers, maybe new things make their hobbies. So trying to learn a new thing-such us a language-is a good thing. About earlier the better, I just want to say, is one don't study English before school, he will have to study it when he goes to school. Learning a language earlier can make he has more confidence when everyone is studying. So, maybe earlier the better.(not if he hates learning English)
