Make your mind up, first you say there are too many graduates then you say Finland has more than the UK, is it needed to have 63% of people to have a degree? Is it quantity over quality? 63% graduate from the 2nd and 3rd tier Uni's while the UK has 4 Uni's in the top 10, make you think does it not?

For a UK student at Cambridge or Oxford the whole undergraduate course at the moment only costs £27,000, well short of your half million dollars, it is affordable to all as UK students can get loans for their fees that are only repayable after they start to earn an annual income over a set level.
Maybe if Finland sent less people to Uni's and spent more money per student they would get a top 10 ranked Uni.
