Modern China needs roadside assistance service companies like AAA in the USA or CAA in Canada. The annual membership fee is about $50 to $100 (about a day's earning for an average citizen) depending on benefit features. Car insurance discount and group rate for hotels are standard benefits too. In the western world, goodwill gestures in providing FREE OF CHARGE help to a stalled vehicle is common. Let’s hope that modern China can adopt this best practice for its own good. If the car owner decides to tip the helpers, that’s okay but DEMANDING MONEY to provide emergency help is really a “low ball” in today’s modern world.

And then, according to your logic, why are such membership fees not considered "low"? You are still charging people to provide emergency help.

The quoted AAA/CAA annual membership fees are on-going rates dictated by the market place. As AAA/CAA membership exceeds 50+ millions in USA/Canada, that's why the membership fees are quite affordable. There are credit card programs offering free roadside assistance to steal customers from AAA/CAA too. That's why AAA/CAA cannot over charge customers or they will leave. That's the beauty of competition.
