While moral decline leads to open cheating when it comes to bonus marks in the gaokao, or national college entrance exams, lack of legal punishment deepens the problem by freeing those involved from fear of paying a price. The root of the problem is corruption is not the gaokao bonus system. Use any other system and the corruption will still be there. The bonus system is used to promote and recognise non academic achievements. Tackling corruption requires a change to the process. Maybe by having one body to process the application and another body to approve it may help limit the corruption. I am not familiar enough to comment further.
