President Xi is to visit Cambodia and Bangladesh and to attend BRICS Summit

(Xinhua Beijing Oct. 10) a special feature on strengthenning diplomacy with surrounding countries and highly chants of “BRICS” voice—written before Xi’s visit by journalist from Xinhua.


With the applause from G20 summit still echoing, China starts a new chapter for surrounding diplomacy.  


Over Oct. 13 to Oct. 17, President Xi will pay a state visit to Cambodia and Bangladesh respectively, as well as attending the eighth BRICS Summit in Goa, India.  


From consolidating traditional friendship and propeling joint development strategy to delivering a voice of solidarity and cooperation for BRICS, China again starts a deep and meaningful diplomatic action in gold autumn.


Strengthen surrounding diplomacy


Cambodia and Bangladesh are the countries, one of which is a good neighbour in Southeast Asia and the other is an important partner in South Asia and around Indian Ocean.


“Good neighbours like hands and feet joint toghter” and “sworn brothers”, are the words to describe the over half century long relationship built by ex-leaders of the two countries. Now, China-Cambodia tie is in its best, with parallel fastening of politial trust and mutrual benefits.


This June, Xi met Norodom Sihamoni, King of Cambodia that visted China. Both dealt an agreement on developing overall strategic relationship between two countries. President Xi’s return visit is also a first trip to Cambodia for a Chinese top leader since the eighteenth CPC National Congress.


Over the visit, besides meeting the King, President Xi will meet the former Queen Norodom Monineath as well as attending a ceremony for signing a bilateral cooperate protocol with Prime Minister Hun Sen. Mr. Sen holds full expectation for Xi’s visit,:”I believe, this vist will deepen our cooperation in trade, resourse and tourism,etc. “


The second stop is Bangladesh, which has 40 years of relationship between the two countries. Mr. Xi’s visit is a first time since 30 years ago, which is seen as a milestone. During the visit, Xi will meet the president Abdul Hamid, National Assembly Speaker Shirin Sharmin Chowdhury, and Prime Minister Sheikh Hasina. With Sheikh Hasina, Xi will have a meeting on cooperation in enery, transportation and infrastructure, etc. Both are willing to lift the relationship to a new height.


“Cambodia and Bangladesh are important neighbours.” Jiang Jingkui, the director of research center of Beijing University on South Asia pointed out:” Mr. Xi’s visits deliver a good will for establishing relationship and cooperation with Southeast and South Asia countries, which stand a high viewpoint towards diplomatic situation.”


Strategic conjoining Foster “one belt, one road” initiative


In November 2015 when visiting the Southeast Asia, Xi said “one belt, one road” initiative needs the cooperation from surrounding countries, which will benefit those countries as well. Both Cambodia and Bangladesh are not only the suporting spots, but also active participants. Xi’s visit as a model trip will realise the deep connection and accelerate the cooperation speed.


Cambodia locating in middle-south peninsula is a junction of Southeast Asia. It has been the “ocean silk road” joining up the west and the east since ancient time. For now, its new national strategy “four corners” highly complete with China’s “one belt, one road” initiative. In addition, China is the biggest trader and invester from abroad for Cambodia. Both have deals in investment, interconnection, resourse and nenergy, etc, as well as a bunch of construction projects for airport, seaport and roads.


As a sample project for “one belt, one road”, Sihanohkville special economic zone attracts the attantion from both sides of the countries. Xi pointed out to strengthen cooperation under the framework of “one belt, one road” hoping operate well for Sihanohkville. Prime Minister Hun Sen wishes it becoming a “Shenzhen” for Cambodia.


As for Bangladesh, 2000 years ago, people from two countries had contact and businesses through”south silk road” and “ocean silk road”. China is the biggest trader and importer for Bangladesh, in the meantime Bangladesh is the third most important trade partner and contractor for China in South Asia.


From “Dream bridge” Padma bridge to the first tunnel under Karnaphuli river, from the upgradeing power distribution system loaned by Asian Infrastructure Investement Bank to widening N8 road, this country is strongly developing with many “one belt, one road” projects got from the early time. It has been a common view from all walks in Bangladesh to take the full advantage of “one belt, one road” –a “fast-running international train”. Bangladeshi National Socialist Party chairman Hinous expresses:” I am looking forward to more conversations around “one belt, one road” with Chinese and Bangladeshi leaders to propel the development from all aspects.”


Chai Xi, former embassador for Bangladesh said:” Bangladesh lies in the middle of Sino Myanmar Economic corridor, connecting China and India two Asian markets. I believe that over the vist by Mr. Xi, both sides will move forward to the next deep step, which not only benefits Bangladeshi economy, but also has a positive impact on Chinese economy and the economy of South Asian area.”


 Gather in BRICS and lead South-South cooperation


From the first meeting of the foreign ministers of the BRIC countries, BRIC countries have gone through 10 years of cooperation. The development of the concept of "BRIC" from the simple investment concept has turned into a multi-field and multi-level cooperation framework which includes leaders meeting, senior representative coference on security matters and foreign ministers meeting. However, the full opening of Brics New Development Bank and advancing work in Contingency Reserve Rrrangements shows the vatality and power of BRICs cooperation.


Recently, the economic development of the BRIC countries encounters various challenges, some people began to worry that BRIC would “fade” again. Under this background, themed as” create effective, inclusive and common solutions”, what Goa Summit will show to promote economic growth, to promote global governance and to promote the BRIC cooperation is particularly noticeable.


A month ago, the leaders of the BRIC countries gathered in Hangzhou West Lake. President Xi proposed 4 suggestions on common innovation growth mode, improvement of global governance, jointly safeguard international justice and promotion of international development cooperation, which would bring great expectations for the future of the BRIC cooperation. China has always been a strong supporter of the BRIC cooperation and an active participant. Througn this reunion, President Xi will deepen relationship between these countries, add Chinese confidence and propel Chinese power in cooperation of developing countries.


On 4th Oct., IMF set a higher expectation on emerging economies and developing economies. Christine Lagarde, CEO of IMF suggested that emerging economies like China and India will keep a faster growth and developing economies will contribute 75% of global economic growth in the next two years, which will be the power house for the world economy.


During the Summit, the leaders of the BRIC countries will attend a range of different-sized conference, at a deep basis exchanging views on cooperation between the BRIC countries and other international and regional issues of common concerns. The five leaders will also work with the Bay of Bengal economic and technical cooperation in many fields, strengthening exchanges and cooperation with countries in the region.
