But China barely just started making their own 28 Nanometer chip, and it is full of bugs.

China still can't make jet engine, or DRAM memory chips, or desktop operating system, or LCD/plasma displays, or anything complex.

Time to give up.  You have lost.

So, china is 2,800 percent behind West in processor chips.  Perhaps just give up now, it's too late to catch up.  It would be like ducks saying "Hey, we need to catch up to the humans."  Sometimes, it is just too late.

The problem is that China's Emperor is not using a big enough whip.  He needs to draw blood from backs of his human property.  Once the backs are bloody enough, then his human property will work even harder to make technology.

The two building blocks of all technology is semiconductors and jet engines.  China is still in the stone age with respect to these.
