Dont blame the cheats, blame the education authority who allows fake qualifications to pass under their nose!

The cheats are not very smart, often thry just photocopy a genuine diploma with fake teacher's name over it.  Any alert officer at the education division should be able to spot  the fake.  The Authority must insist on sighting the original diploma!

China should ban privately-run, for-profit, English-language schools and allow only State-run, non-profit, public schools to offer English-language lessons by duly-certified professionally-trained English language teachers, regardless of race, ethnicity, color and nationality.

Forging of diplomas and certificates for foreigners has been going on ever since the 1980's, when China first opened up to Language Learning. Government officials knew about it, but didn't act on it, and the practice became an everyday occurrence.

At first, all you needed was to be a "native speaker". If you had a TESOL or a TEFL certificate, you could earn more money. Recruiters leapt on this because it gave them an opportunity to charge more money. Then you had to have a Bachelor's Degree, then a BA degree. Now you must have a Bachelor's plus 2-years experience teaching. But ... that 2-years of teaching experience does not have to be in a language discipline, nor does it have to be in a formal educational institute environment.

Of course, all of this means nothing when schools and recruiters are still willing to forge qualifying documents for foreign teachers ...
