If that is so, then politics should keep out of people's individual decisions to move abroad in search of greater freedom, more intellectual liberty or better pay. But that is not what the Chinese government has done. It has always penalised those who emigrated by imposing on them a high cost. In the past it demanded the would-be exiles repay the State the outlays for their education. Now it allows them to seek a better education abroad at their expense while it is grooming its privileged at its own elite institutions.

Only even the C.P.C. occasionally has a moment when it sees  the clouds in the sky. It knows that its own universities do not produce top researchers and scientists. It wants to have such people though. Hence it lures them back from overseas and sometimes it makes them immorally lucrative offers. The problem is that it is not capable of evaluating the money worth of the research scientists can do. It is an affront to other Chinese scientists who do not get offered such advantageous conditions because they have pursued all their career in China or Asia. To attract Chinese talent back home from the U.S.A. is therefore mainly a matter of NATIONAL PRIDE AND PRESTIGE, a status symbolism. Of course, in some cases the researchers are likely to push China's progress ahead, as for example in the field of military hardware research. All the improvements to the military capabilities of China's armed forces are due to researchers who received their academic finish in the U.S.A.

How about rolling up your sleeves & displaying your newly learned Chinese cuisine fatdragon?

The only thing that I have learned about Chinese cuisine is that it is a stretch of the imagination to regard it as food. But having rolled up my sleeves to apply some ointment after being viciously attacked by some Chinese shrub (probably a staple food here) a couple of days ago my wife thinks that my legs have more to offer.
(mostly harmless)

J. Robert Oppenheimer was born on April 22, 1904, in New York City, to German Jewish immigrants. After graduating from Harvard University, Oppenheimer sailed to England and enrolled at the University of Cambridge, where he began his atomic research at the Cavendish Laboratory in 1925.

The project was populated by many scientists who had escaped fascist regimes in Europe, and their mission was to explore a newly documented fission process involving uranium-235, with which they hoped to make a nuclear bomb before Adolf Hitler could develop it.
The project was initially allotted $6,000 by the U.S. government, but by the time the work culminated in 1945, the budget had grown to $2 billion. That year marked the first test of the bomb, and with its success, two more bombs were deployed in the following month: one in Nagasaki, Japan, and the other in Hiroshima.
